[Playlists] Speculating on why downloaded music will not play on cell phones?

It seems that the inability to play downloaded music on smart phones coincided with the Joe Rogan signing.

Perhaps the idea is that Spotify will not have to pay the required royalty payment to artists if their songs are not played. The amalgamation of these pittances being used to offset the Rogan contract.

I have nothing against Joe Rogan, but after a listen or two find myself much preferring the metaphorical poetry of Neil Young's social commentary.
