Hello!

Do you mean make a playlist available for offline use? Because Spotify don't offer a way to download tracks to your computer since it's a streaming service.

Also, on this topic, you have to be using the desktop app rather than the web player to make music available offline. Spotify doesn't currently offer a start screen based app.
