Building a commercial playlist organizer app

I'm new to the Spotify developer community and interested in building a mobile app that allows users to organize their playlists into folders, with the ability to play a song or start a playlist directly from the app. Is this functionality permitted in a commercial app? I haven't found any existing apps that allow direct song playback, so I wanted to clarify if this is allowed.
