Interested in applying to a Partner Application, but don't know how

I’m the developer of a Spotify app called Playlists → One. I’m interested in applying for Partner Application status to get extended API quota and other benefits. I’ve looked for the Partner Application form or process but can’t find it on the Spotify Developer site. Could anyone guide me on how to proceed or who to contact?
