I am getting billed for two different accounts on my one credit card how to stop both without knowing email or password

That is odd. Have you gone through this step-by-step guide on finding any Spotify accounts you may have? If you've done so and you still haven't located them, it's worth a shot getting in touch with a member of the Spotify staff so that they can take a look backstage for you.

You can do that by reaching out on social media (Twitter or Facebook) or by using the contact form. Make sure, if you use the latter, to reply to the automated email you'll receive directing you back to the help pages, even if it's from a no-reply!

Support usually gets back within a day or two 🙂
