Can only use 2 devices between 2 users on a Spotify duo plan

So basically I have had a Spotify Duo Plan since June and now whenever I have my phone and my laptop logged into Spotify. The other user cannot use Spotify at all anyone know how to fix this?

Spotify Duo is designed to upgrade two Spotify accounts to Premium at a reduced price. You cannot use two devices at once signed into the same account. Please make sure the other user is signed into their Spotify account.
