Can't Subscribe to Premium

I've subscribed to premium before but due to financial issue I unsubscribed for a while. Now I've decided to subscribe again but Everytime I try to load up the subscription page it'll always show a 404 error (404s and Heartbreaks), but sometimes I'm able to get into the store page and when I try to make my purchase then (after putting in my debit card information) it'll show a pop up message saying "Payment failed. Try again or use a different payment method". I did my previous purchase the same way with the same card but now I'm unable.
