Hello there!

I subscribe to premium plan and made a payment to the merchant which is in Cebuana Lhuillier, but I don't received any notification that my premium is ready to used, I paid 129 pesos for the service why I is it that I don't have access to premium

Apologies for the late reply, but maybe I can still help :)

 

You should look on the receipt you got sent to your email address. This should say the username with that you subscribed to Spotify premium!
Try to log in with that account.
When you see a 10 digit number log in with Facebook!
