Country change issue and now overcharged

My husband decided to upgrade to the family plan and when I tried to join, it said that I need to have the same address as his (his account was set on Singapore, where as mine is set on US). Unfortunately I couldn't change my country to Singapore because I had recently changed from premium plan. After reading the instructions on how to change the country code, I had renewed the premium but I was then charged $9.99 when all I wanted to do is to change the country so that I can join in on the family plan. Is there any way I can get this refunded and also change the country without getting charged again?  Thanks!
