Does Premium allow me to upload local music to my playlist?

My Question or Issue

Hello,

I currently have a free Spotify account but I am planning to upgrade to premium. I was wondering if I could upload offline music to one playlist of Spotify. I have some physical albums that do not appear in Spotify and I would like to join in one place (i.e. one Spotify playlist) all the tracks I'd want, whether they are from Spotify or from my local library. I know there's an option for adding local files into one's playlist even in the free version but that works only in the PC, leaving the mobile behind. Thus, my question is, if I upgrade to Premium, can I join tracks either from Spotify or from physical albums into a single playlist across multiple devices (mobiles included)?
