Doesn't let me to upgrade to premium

I've been trying to upgrade to premium for few weeks now, but it doesn't let me whatever I do

I tried paying by paypal, once I click the button to pay on paypal site it redirects me to the spotify page that I've been on before and my subscription says 'free'

I did that multiple times now

I also tried paying by card a couple of times but it just says that 'my card provider is having a bad day'

I tried to do it on different devices, different web browsers and in incognito mode and nothing seems to work 

I don't know what else I can do, I even tried making a new account but the problem remains the same
