Gift card for friend who moved countries

My Question or Issue

 Hi there,

My friend moved from the US to the Netherlands. He created his Spotify account in the US but now exclusively uses his devices in the Netherlands. Now that he's moved here, I want to buy him a gift card for Premium, but I'm not sure if his account will accept it.

How does Spotify handle gift cards for people who moved countries? I understand that a Dutch gift card won't work for an account in the US, but he's not in the US anymore. 

I can't find any information on this and would like to know what we can do. Creating a new account is not really an option.
