Google Home Mini Promo Not Honoured

My Question or Issue

immediately upon redeeming the google home mini promotion in the google store, google cancelled the order citing ‘we could not validate some of your info’.  Google will not provide further explanation, nor a replacement code for he promotion - they say it is Spotify’s issue to address.  Spotify is saying it is Google’s issue and will not provide a different code.  Any suggestions on how to resolve?  At this point, it seems the promotion is simply not being honoured.
