How to report a public commercial business playing Spotify without a Public Performance License(PPL)

How do I report a public commercial business for not having a Public Performance License (PPL) and playing Spotify throughout the building in violation? It is a business open to hundreds of people.  I don't know anywhere else to inquire about this.
