I cant change my country even with Premiun account

I keep trying ti change my country from PERU TO USA and the app doesnt let me. i need to change my billing as i no longer using peruvian cards. please help

Thanks for reaching out.

Please try the following:

1. Log in to your account page.
2. Under Your plan, click UPDATE next to your payment method.
3. Enter a new payment method that was issued in your new country or region.

The changes will take effect from your next billing date.

I do this and it still doesn't allow me to change countries. I also removed Facebook as a log-in method, but still doesn't work. Any help would be appreciated.
