You can only pay for your Premium subscription using a card registered in the same country as your Spotify account. In your case, your Spotify account is registered in South America (Brazil) and the card you want to use is from Singapore, which means this card won't work in your area. 

You can use a different payment method, and there is some more information on changing your country settings in this support article.
