I’m being charged twice a month

Every month i have been charged twice. One charge is 9.99 and the other is 13.99 why is this happening? I’ve always had premium since joining. Where is this 13.99 charge coming from and how do I stop it from happening? Who can talk to? The second charge is actually showing up thru Apple as a charge, Has this happened to anybody?
