My Debit Card Keeps On Being Rejected

For awhile I have been trying to add my Chase debit card to pay for me account and it always gets rejected.  I contacted Chase and they claim nothing has been declined and Spotify claims it's a bank issue.  I use the right CVV, CC#, expiration date, and zip code.   I once was able to pay with PayPal and that's no longer an option.  Please help me...
