In reside in St Maarten and it's not listed, but I am interested in a Premium Duo account

I am sorry to hear about this. You're able to find all of the plans available in your country here. If you do not find Premium Duo as a plan listed there, that means it is not available in your area at the moment. However, Spotify is always looking to introduce more plans to more regions every day.
