My Question or Issue
My offline music will NOT play unless I have my data on. What is the point of paying premium subscription every month if I'm not receiving any of the benefits??
I've deleted a lot of my songs and logged in and out, still they don't play. Tried to uninstall the app and download offline playlists AGAIN (which costs a lot of data), but still my offline music won't play. If I turn my data off, the music stops playing what's going on????

I know you've already tried reinstalling the app, but since that didn't help, I'd suggest a clean reinstall to make sure any corrupted data is removed from your device.
Just a heads-up, this will remove all your downloads and you'll have to download everything again for offline listening, so best do this at home on WiFi.
