Not allowed to purchase the $9.99 plan, only family plan

My Question or Issue

 So I'm trying to pay for premium again this month on a new card but it won't let me buy my regular $9.99 plan, only a $14.99 family plan. I've tried going to the website and purchasing the regular premium but it says I'm not eligible for that package. Wth is going on? I did however take that one month of Hulu for $1 a couple months ago but why would that stop me from buying my regular premium?

Are you recieving any error messages? If so, please attach a screenshot so that I can take a look. 

Please do try using another browser to see if that make a difference?
