I signed up for the 3 months of Premium for $0.99 and was charged $9.99. Why is this and how do I get into touch with Spotify to have this fixed?

Sorry to say, but that means you don't qualify for the discout as it is for new customers (first time getting premium). That is why it charged you full price.
