PayPal won't show my bank account as an option to pay?

When I go to purchase spotify premium on either my iPhone XR or windows 10 computer, when I log in through PayPal it doesn't give me the option to pay with my bank account. Although, my bank account is shown as an option to pay on my brother's spotify account. Is there something wrong with my spotify account? Because it works perfectly on my brother's account. I have checked that both my spotify account and PayPal account are set to the same country, I have tried different devices, different browsers, completely clearing history, refreshing, etc etc. The issue can't be my bank account or my PayPal account because it works fine with my brother's spotfiy account. What can I do?
