Payment Failed

I was subscribed to Spotify Premium for 6 or so months through a gift card, the card ran out and my account reverted back to the free version around 2 weeks ago. Last week I got a new gift card with $100 on it and tried to re-subscribe to premium, but it keeps telling me the "payment failed". I tried an incognito window, deleting cookies, using a different device, using a different network, waiting several days, and even using a different (credit) card. I'm assuming this means there's a problem with the account itself, but can't figure anything out. Ideas?
