Paypal won't set up pre approved payments

I recently got Spotify premium for family using my PayPal. It is linked to a debit card and there is a balance with my account. (PayPal told me that a secondary payment option was needed and after adding one it still isn't working) When I try to get premium again, I log into my PayPal and it says "We’re sorry, we weren’t able to complete your payment or set up preapproved payments at this time. Please try again later." I have sufficient finds and yet it still won't work.... does anyone else have this problem?
