I have the same problem, I am getting a charge every month but my  account says "free". i have checked twice and no receipt is on my inbox or spam. No other accounts according to  your manual.

How can I stop receiving this charge (or get the premium account) ?.

All you need to do is get in contact with Spotify support and their Accounts team can take a look backstage. The easiest way to contact them is by messaging SpotifyCares on Facebook or Twitter. They usually respond within 48 hours!
