Somebody used my e-mail to make an account

Somebody used my e-maul to make an account (i don't know how this is possible). Now i tried to make my account, with this same e-mail, i could recover the password but it keeps the old person user name. I understand we can't change the user name, it is possible to delete the account, and restart fresh, with my user name?
