Spotfiy is not accepting my card

I keep getting this error when trying to sign up for premium:

Oops, seems your card or payment provider is having a bad day. Don't worry, no money has been charged. Try again or use another payment method.

I've tried a few things I read on here like signing up from another internet connection and making a new account. The card I'm using is fine and there is money in my account.
