Tried premium but couldn't get it

My Question or Issue

I have been trying to get premium for a while now. But when I try to activate it it shows my card doesn't support monthly payments. But it does. I have used it for other apps. And above that I got charged with 119Rs the 2 times I tried this week with no refund. That is, 238Rs has been taken from my account with no refund.
