With such issues the fist things you can check are that your Visa card is:

Registered in the same country to your Spotify account.
Not expired or canceled.
Enabled for foreign, secure online, and recurring purchases. Look for these settings in your bank’s mobile app.

And lastly that it has sufficient funds.

If all is in order with that you can give it a try in an incognito window or using a different browser and/or a different network and turn off your VPN if you're using one.

Got it done thanks guys the issue was with my phone current location… vpn
