So, I had switched to the Spotify student plan which is 4.99 a month, but I had already been charged 10.99 for this billing period. This statement makes me think that the additional 6.99 I paid in this billing period will offset the charge for next month. Is this true?

That's correct, Spotify will automatically adjust your remaining Premium time to your new plan taking into account the price difference. Just to confirm, you should be able to see your billing date in your Spotify account page.
