Why am I having trouble inviting my partner to Spotify duo

I signed up for Duo, I sent my partner the link, he received it, and when he goes to enter our address, it continuously says “There was a problem please try again later” we then tried again later and got the same answer

Is your partner currently on Spotify Free? I also recommend making sure that the country setting is the same on both accounts, this can be checked at https://spotify.com/account.
