Can´t subscribe to Premium

Hey - I can´t subscribe to premium for sme reason. I´ve been trying since yesterday but doesn´t work. It says I´m not eligible ??? I´ve been tring to pay with a BANORTE VISA credit card. Could I please get some help ? Thanx
