Premium in Israel

So I'm trying to sign up for Premium in Israel, but first it said it costs 19.99 ILS/month, then it changed to $9.99 USD/month. Which one is it?Also, I can't find anywhere how many accounts are allowed per premium subscription.Thanks.

If I'm charged for premium but cancels on the same day, will I get a refund?

Can't even update my payment method to continue my Premium membership.

Can't update subscription for Premium account

I'm going to the Account Page, selecting Subscription and then clicking the "Update" button, but nothing happens. Tried it with several different browsers.Any idea?
