I am trying to chnge country settings, following the instructions found here: https://support.spotify.com/us/article/How-can-I-change-my-country-setting/
but after I changed the payment settings to the new country the profile is still fixed on the previous country and the catalog as well, even if the accepted payment method belongs to the new country.

You need to wait until your next billing date. The country setting won't update until then.
