Mi pregunta o problema

pague mi cuenta el 5/08/2019 y hoy 28/8/2019 me vuelven a cobrar

no paso el pago porque no tenia saldo en mi tarjeta, pero es molesto que aparezca el mensaje en rojo cada que ingreso a la aplicacion

Hope you don't mind I am answering in English.

As you've already said, your card was without any funds. So, because of that, Spotify couldn't get the payment on the correct billing date (28/07). In this case, Spotify got the payment referring to August on 05/08 and also the payment referring to September on the correct billing date (28/08). So, just to clarify, Spotify didn't double charged you about the same period, but about different months.
