Okay so ive tried changing my plan to the family plan and when i put my details in they fail each time, i even made a new account for it and still it failed.

Sorry to hear that you are experiencing this awful issue. Firstly, could you try to do the switching process using an incognito tab of your browser?
And I'd like to ask you to send me a screenshot of the error code that is appearing when you try to do the process. Any additional information would be useful to help us to find a solution for you...
