my account is set for spain but wanna change to canda and pay subscription with those rates

Are you currently residing in Canada? Note that you can only change your country if you’re actually there. You'll also need a payment method issued in Canada in order to subscribe to Premium, as your payment method and your account's country need to match. More info in this article.
