Playlist edit: Songs won't strole UP ?!?!?

Hey guys

I can't seem to edit my playlist (All of them)

I can move tracks down, using the # symbol down to the left, but i can't move them UP, using the # symbol up to the left. I can only move songs up as far as the screen goes, Then track just stuck not moving up...

I have no green V mark checked on any of my lists and i've just had a clean install, nothing helps... Tracks just won't go up
