Saved songs are not available offline

I am a premium user for a long time but since last week (at least i realized) the saved songs are not available anymore. I uninstalled and reinstalled spotify but did not work. What should i do?

Spotify keeps undownloading my playlists.

I have about 1000 songs on spotify and every so often spotify undownloads the playlists and i have to start again and download them again which can take all day with the internet I have. Please help otherwise i will have to switch services.
