Cant adjust set list without refreshing

in the past i can adjust my setlist by shifting queues in play next and move around the songs i want to play in order. However recently in order to do that aft switching the order of ONE song i had to refresh be4 adjusting the next song. Else spotify would not register it. Why am i oaying such high price for such poor service?
