Google Assistant on iOS: “Sorry, I can’t play music on Spotify yet”

Is it normal for Google Assistant to say “Sorry, I can’t play music on Spotify yet,” when the app is open, but in the background?

I’ve been trying to get it to work with my Bose QC35ii headphones and I get entirely different results when the app is in the foreground vs the background. In both cases, Google Assistant hears the request and displays it on screen, but the results are completely different depending on whether or not it has focus.
