I have Premium Spotify and only local files are syncing

I am in the military and I'm stationed in Turkey.  I purchased Premium Spotify and cannot sync songs other than the local files I already have purchased from iTunes.  I'm supposed to be able to sync songs offline and take the songs from Spotify, right?  And then be able to load them on my iPod?

Only if you are using an iPod touch, which has access to Spotify through the Spotify app. 

If you have a classic, nano or shuffle then you can only use Spotify to sync local files just like iTunes. There is a great post explaining why here by Jude.
