Local files not downloading onto Spotify mobile

I've already searched this topic, and I followed the instructions to add the file to a playlist on my desktop Spotify and then toggle the playlist to offline. All the other songs on the playlist were downloaded onto my phone, except the local file. I even reinstalled Spotify on my phone, for good measure. The files plays on my desktop Spotify, but just appears grayed out and says "Song Not Downloaded" on mobile. Any suggestions?

Make sure your phone is connected to the same wifi as your computer when you're downloading the local files.

I've tried that too, phone and computer on the same wi fi but still won't synch. A couple of months ago it synched all the local files quite randomly and then a few weeks later they just unsynched themselves!
