Local files won’t download to phone despite troubleshooting every existing tip

I feel like I’ve tried every tip there is. I’ve made sure spotify is updated on both devices. I’ve tried syncing both via the same wifi but also by opening a mobile hotspot. I’ve made sure the name of the file I’ve downloaded doesn’t include special characters. I’ve made sure to make my playlist available for offline play on my laptop. I’ve made sure that spotify has access through my firewall. I’ve tried changing the location of the downloaded file. Yet when I try to download my playlist on my phone nothing happens. I can see that the file exists on my phone, it’s just greyed out and I can’t play it. I’ve successfully transferredlocal files to my phone on this laptop before if that is relevant. I just feel like I’m going insane at this point just trying to troubleshoot things.

I'm having the exact same issue, nothing else works. I'm thinking this is just a Spotify problem given how many people are posting about this right now on these forums.
