***FOUND A SETTING THAT FIXED THE ENTIRE ISSUE***
I found a setting at the bottom of the settings page called local files. This was off by default for me and until you turn it on you wont be able to download those songs under any circumstances.
(I recently switched from an android phone which I guess had this on automatically.)
