Music won't sync to offline, gray arrow isn't even showing up

So I was putting songs on my playlist when I noticed after awhile my songs weren't becoming available offline. I know what to do when the grey arrow shows up, but there isn't a grey arrow that shows up next to the song at all. I have 40gb of space so it's not because of storage issues. My playlist makes all songs I put on it available offline. I've tried going to artist and albums under my library and turning making them all available offline, but nothing is working.
