I'm using an iPhone 5s with iOS 9.2 and Spotify 4.7.0.985 and I can't download all the 900 songs saved in My Music to my iPhone. It used to work fine on my Android phone and I know space isn't an issue because there's 11GB free on my iPhone.
There's not even the little offline icon next to the songs that won't download there's just nothing there.

I have exactly the same issue and I am nowhere near the 3333 songs/device limitation.
Edit: Since the standard support answer is to deinstall and reinstall again - I have already done this but it didn't help.
