Recently played artists can't be played offline

I generally listen to songs straight from my saved artists, so usually I just hit the downloaded artist and press play (I hardly ever stream on my phone). However, I recently have started having trouble doing that, where when I click on a downloaded artist it says I have to go online and then play from the artist homepage, instead of from the songs I have saved.  In order to play saved songs I have to go scroll through artists and select them manually rather than from the front page. 

I've tried reseting my phone, I deleted and redownloaded the entire app and the issue is still ongoing.

This is a new "feature" of the update. Makes Spotify even harder to use now.
