Shuffle Favors Unpopular Songs

My Question or Issue

Anytime I shuffle a playlist, the shuffle is non-random, favoring songs I listen to less often or have not saved to my library. This sort of "Discovery Shuffle" is not a horrible idea, but to make it the default is really annoying. I have playlists dedicated to my favorite artists, and all my favorite tracks get buried under the deep cuts. My favorite 10 songs consistently fill the final 10 slots of the shuffled playlist, and I never hear them. I have no idea why default "Shuffle" would mean anything other than "Random".
